The incumbent serves as a principle representative for complex programs or projects. Provides substantive program advice and assistance and is responsible for carrying out significant program activities in State and local settings. Designs, develops, implements manages and evaluates all aspects of a complex, politically sensitive, or developmental special project or program within an assigned area. Provides high level leadership to agencies and organizations in developing, extending, and/or improving their health care systems, strategies and services. Analyzes existing or proposed activities. Identifies needs for improvement and methods and resources required to accomplish improvements. Manages awards, grants, cooperative agreements and comparable funding sources for high level contracts. Exercises full management responsibility for initiating, administering, and/or closing out grants, cooperative agreements, and contracts. Serves as a principal representative and provides comprehensive technical and administrative advice and assistance to an assigned department.

Minimum Qualifications for Public Health Advisor, GS-685-12/13

In order to qualify applicants must possess at least one year of specialized experience equivalent to at least the next lower grade level (for which you are applying) in the Federal service.

GS-12:  To be eligible for this grade you must possess one year of specialized experience at the GS-11 grade level (or equivalent) in the Federal service.

GS-13:  To be eligible for this grade you must possess one year of specialized experience at the GS-12 grade level (or equivalent) in the Federal service.

Specialized experience is that which is directly related to the position and which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position to include experience in providing technical advice and assistance in the implementation and evaluation of a state, local or federal public health program.

Documenting Experience:  In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.  Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF50 or SF52 documenting an official detail or other official assignment.  The documentation must indicate whether the duties were performed full time or, if part time, the percentage of time the other duties were performed.  It is expected that this documentation is included in the employee's official personnel record.  In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.


Conditions of Employment:
