Provides support and assistance in maintaining, servicing, modifying, developing, and testing systems used in the field, such as telecommunications systems and related electronic and electrical equipment.
Prepares engineering test items, adjusts and operates engineering test equipment, and records readings/results of test data. Participates in a variety of activities aimed at the installation, repair, maintenance, and/or modification of electronic systems or equipment, including test equipment.
Acts as contracting officers representative (COTR) in performing analytic and evaluative duties in connection with the planning, scheduling, acquisition, installation, integration, modification, and testing of telecommunications systems equipment and commercial services.
Identifies and analyzes telecommunications system requirements. Analyzes requirements for user communication needs. Plans, schedules, acquires, implements, installs, modifies, and tests both voice and data telecommunication lines as well as associated equipment and services.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS: Grade 09: Qualifying experience for the GS-9 level includes one (1) year of specialized experience equivalent to the GS-8 level. Examples of qualifying specialized experience include:
--Work as a technician, instructor, inspector, or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory, and of the characteristics, function, operation, and capabilities of a variety of types of electronic equipment. This experience must have included use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas in testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing, and instructing on electronic equipment, or similar functions.
--Experience in developing policies, standards, and procedures for maintenance, installation, or similar functions, provided the work clearly show that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment.
--Experience doing bench repair of television and radio receivers in a commercial shop in which the applicant did troubleshooting on a variety of equipment and used such special test equipment as sweep generators, marker generators, oscilloscopes, and other equipment normally employed in such servicing.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the GS-9 level may be met by completion of two (2) years of graduate level education or a master's degree in electrical engineering, electronics engineering, or electronics technology.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements. Grade 10: Qualifying experience for the GS-10 level includes one (1) year of specialized experience equivalent to the GS-9 level. Examples of qualifying specialized experience include:

Must include use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas in testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing, and instructing on electronic equipment, or similar functions.
Experience in developing policies, standards, and procedures for maintenance, installation, or similar functions, provided the work clearly show that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment.
Experience doing bench repair of television and radio receivers in a commercial shop in which the applicant did troubleshooting on a variety of equipment and used such special test equipment as sweep generators, marker generators, oscilloscopes, and other equipment normally employed in such servicing.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the GS-11 level may be met by completion of three (3) years of graduate level education or a doctorate in electrical engineering, electronics engineering, or electronics technology.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements. Specialized experience directly related to this position should be documented in the Work History section of the online application. Show percentage of time performing these duties if work involved a variety of different duties, i.e., where only a portion of the work experience would be creditable for this position.
Specialized experience for this position is defined as one or more of the following:
GS-11 Observed contract personnel assigned to collection of readings or measurements. Prepared and checked test instructions, monitored the testing of entire systems or processes used in electronic engineering, and reviewed and recommended approval of test reports. Developed programs to test required data under varying operating conditions. Evaluated design and electronic engineering process specifications and objectives and identified the most economical and efficient procedures for project design and performance. Developed design details and drafted specifications for new or modifications of complex electronic engineering processes.
GS-10 Investigated unusual occurences and determined if caused by a test fault or the object being tested. Modified testing programs to test entire electronics engineering processes under varying loads and operating conditions. Developed simple research instruments, test devices, or prototype components used in electronics engineering projects and systems. Designed moderately complex and novel items of equipment for use in electronics engineering projects and systems.
GS-09 Mounted test items and selected suitable sensors and recording devices. Prepared plans, specifications and cost estimates for small electronics system modifications; selected and applied criteria, standards, and formulas, and also determined loads, sizes, materials, etc.
