We are an independent combat support agency within the Department of Defense (DoD). We are the Department's contract manager, responsible for ensuring Federal acquisition programs, supplies, and services are delivered on time, within cost and meet performance requirements.

About the Position: This position requires the selectee to be at least 18 years old and be able to obtain and maintain favorable Department of Defense (DoD) suitability and security determinations as a prerequisite to employment. DCMA's offer of employment is conditional until the selectee passes a drug screen, pre-employment security interviews, appropriate credit checks, a criminal background record and identification check, and the Department of Defense exercises its discretion to grant the selectee a favorable security determination. An employment offer DCMA management extends prior to security determination is merely tentative, and the DCMA expressly reserves the right to rescind the tentative employment offer at any time before the selectee's start date. Clearance decisions may take 90 days or longer. The regulation governing suitability for Federal employment is at Title 5, Code of Federal Regulations (CFR), part 731, and DoD's Personnel Security Regulation can be found at Title 10, CFR part 154.

    Serves as senior Computer Engineer. Plans, implements, trains and conducts assessments to assure proper execution of all software acquisition management functions. As focal point and technical expert provides technical direction. Conducts staff assist visits to evaluate implementation of agency policy, procedures, standards and metrics, and develops corrective action plans. Obtains and analyzes effectiveness measures data. Uses evaluation and competency review results to determine policy refinements and updates. Reviews and approves surveillance plans and evaluates review results. Participates in development and instruction of unique courses on developing and executing surveillance plans. Analyzes results for course improvements. Provides surveillance operations mentorship to field personnel. Assists in the update of Agency software acquisition management policies and procedures for contract administration of Defense procurements.

    General Schedule

  • BASIC REQUIREMENT: Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

    SPECIALIZED EXPERIENCE: To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 grade level. Specialized experience is defined as demonstrated mastery of advanced engineering principles, concepts, and standards. Application of experimental theories or new applications to modify theories or assumptions. Could have resolved unique or novel problems or altered standard practices or equipment. Experience could have included serving as technical authority or advisor on weapon system software development. Should have experience in evaluating work of contractors.

    DEFENSE ACQUISITION WORKFORCE IMPROVEMENT ACT: This is an Acquisition, Logistics and Technology Workforce Career Field position. Selectees must meet position requirements for certification at Level III in Acquisition Career Field SPRDE PSE within 24 months of entrance on duty.

    ***Applicants must meet basic eligibility requirements such as minimum qualifications and other regulatory requirements by the date the referral is issued.
