This position is located in the Engineering Department of the Southeast Regional Maintenance Center (SERMC), Naval Air Station Mayport, Florida. This work requires the incumbent to serve as Naval Sea Systems Command’s (NAVSEA) representative for shipboard and in shop technical assistance on controversial problems that have been determined to be beyond the capability of organizational level and ship repair facilities. The incumbent’s principal area of responsibility encompasses the following systems and equipment: AN/ SPY-1A Radar, AN/ SPY-1B Radar, AN/ SPY-1D Radar, and Ancillary and special purpose test equipment required in support of the above listed equipment.

 

    KEY REQUIREMENTS

·         Uses expert knowledge and experience to identify root causes of shipboard SPY Radar Systems and / or sub-system equipment problems. Provides technical reports describing all aspects of problem, analysis and corrective action.

·         Develops and documents repair/ assessment procedures for SPY Radar Systems that are concise and in accordance with technical specifications.

·         Reviews engineering design change proposals related to SPY Radar and provides/ documents technical and engineering guidance that is consistent with NAVSEA technical authority policy.

·         Develops operating instructions and or maintenance procedures and criteria to evaluate proper operation of SPY Radar Systems and interfaces.

·         Conducts SPY Radar System and equipment assessments to identify repair requirements.

·         Provides technical training to ships force personnel to increase their proficiency to troubleshoot and repair SPY Radar.

·         Participates as a member of teams performing assessment/ inspection visits on US Navy ships to document the ships material condition on SPY Radar Systems.

REQUIREMENTS:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade.  All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.

 

Selectee is required to participate in the Department of Defense direct deposit of pay program.

 

The incumbent is required to successfully complete a pre-employment medical examination as a condition of employment.

 

The incumbent is required to perform Temporary Duty travel approximately 25% of their time. Travel may be on short notice and/ or for extended periods of time.

The incumbent is required to qualify for and maintain a government travel card.

The incumbent is required to maintain a current passport for immediate travel.

The incumbent is required to obtain and maintain current Cardiopulmonary Resuscitation (CPR) certification via command sponsoring CPR training and annual refresher training in accordance with OPNAV 5100.23D.

The incumbent must continue to perform assigned duties to support mission requirements until relieved by proper authority in the event of a crisis situation or war.

The incumbent must sign DD Form 2365 and be removed from their military recall status if alternatives for filling the position during an emergency are not available.

A secret security clearance is a requirement of this position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a position offer or removal. If you possess a secret security clearance, please indicate the level and termination date in your resume.

Physical Demands

 

Approximately 20% of the work is performed in an office setting. The shipboard investigations phase of a task involves considerable walking, climbing and crawling in and around the equipment / system with marginal accessibility being a frequent problem. Standing for several hours at a time on hard steel decks also occurs regularly during ship visits.

 

Work Environment

 

The work regularly involves frequent exposure to hazardous electrical voltage; large rotating machinery elements; electromagnetic radiation from high powered transmitters; explosive, flammable or incendiary materials; and entering enclosed spaces below the ship’s water line (sonar domes, tanks, etc).

 

Work may require incumbent to be subjected to adverse environmental conditions while on board ship such as extreme hot and cold, and excessively humid, noise, and airborne particles (such as smoke, industrial debris, etc).
