JOB SUMMARY:

The Department of the Navy (DON) is more than ships, aircraft, and sailors; it is over 181,000 civilian employees at Navy and Marine Corps commands, bases, stations and facilities throughout the U.S. and around the world.

It requires a highly trained, educated and skilled workforce to support today's sophisticated Navy and Marine Corps ships, aircraft, weapon systems and computer systems. Individuals will be placed in the Naval Acquisition Development Program (NADP).   The NADP is a structured management-training program including formal education, diverse rotational assignments, extensive on-the-job training, and graduate tuition assistance that is tailored to various acquisition career fields for up to three years. These positions are located throughout the U.S.; however a majority are located within the greater Washington D.C. metropolitan area, CA, WA, MD, VA, PA, NJ, RI and FL.

  • Performs job task analysis to identify or validate requirements for training systems and to support the functional design and development of training systems.
  • Participates in training program evaluation to include: curriculum evaluation, instructional media effectiveness assessments, and analysis of student performance data. Under direction of the team lead, uses statistical techniques for performing data analyses.
  • Reviews and evaluates educational and training programs and training delivery material, such as interactive courseware, web-based training, and curriculum material used in military training.
  • Collects information relevant to assigned projects through meetings with Navy military/civilian training officers, in-depth reviews of documentation, or retrieval from existing Navy databases.
  • Organizes data for computer analyses, summarizes data for inclusion in reports, and provides initial interpretation of data analyses to team leader.
  • Prepares reports and staff studies based upon guidance provided by senior team members.

To qualify for this position, your resume must show sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the position for which you are being considered. All qualification requirements, including completion of college degrees, must be met by June 30, 2012. Qualifying experience may be obtained in the private or public sectors.

Basic Requirements-

Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.

  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.

  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.

  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.

  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.


EDUCATION

GS-7 Requirements:
A degree that meets the requirements through one of the following methods, no more than 10% of academic credit can be based on pass/fail or similar non-traditional grading systems.

  • 2.95 GPA overall or higher in last 2 years (= or less than 10% Pass/Fail)
  • 3.45 GPA or higher in major or last 2 years in major (=or less than 10% Pass/Fail)
  • Upper 1/3 ranking in graduating class (you must submit proof with your application)
  • National Scholastic Honor Society. Membership in a freshman honor society cannot be used to meet the requirements of this provision. (you must submit proof with your application)

OR
One year of graduate education (18 semester hours) in instructional systems or related disciplines. OR
Experience:
One year of professional experience in an appropriate field comparable in difficulty and responsibility to the GS-5 level work or equivalent in the Federal service performing professional duties of an Instructional Systems Specialist. The duties included tasks such as: utilizing instructional systems design theories and processes; applying instructional strategies and methods; and assisting with analysis of training system requirements.  OR
Combination of Education and Experience:
Applicants that possess a percentage of the required professional experience and a percentage of the required graduate level of education such that, when the percentages of the required graduate education and specialized experience are added together, they equal 100%. (Only graduate education and only professional experience equivalent to the GS-5 or higher is creditable.)

GS-9 Requirements:
Experience:
 One year of experience performing professional work at the GS-7 level in the federal service or equivalent: evaluating sound slides, interactive courseware, and curriculum material; collecting information by reviewing documentation and retrieving information from databases; organizing, interpreting, and summarizing data analysis; and assisting in the preparation of reports and studies.  OR
Education:
Two full years of progressively higher-level graduate education (36 semester hours) that leads to a Master's degree in instructional systems or related disciplines.  OR
A Master's degree in instructional systems or related disciplines. OR
Combination of Education and Experience: Applicants that possess a percentage of the required professional experience and a percentage of the required graduate level of education such that, when the percentages of the required graduate education and specialized experience are added together, they equal 100%. (Only graduate education and only professional experience equivalent to the GS-7 or higher is creditable.)

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Applicants should meet the DAWIA certification requirements for the applicable career field and be certified at Level 1 within 12 months of appointment and Level 2 within 24-36 months of appointment.
