Basic Requirements:
A. A 4-year course of study leading to a bachelor's degree with a major in any field;
OR
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
You qualify at the GS- 09 level if you possess one (1) year of specialized experience performing duties such as:
* Reviewing requisitions to determine that proper specification or purchase descriptions are included in solicitation documents.
- * Evaluating bids or proposals for compliance with specifications or purchase descriptions and applicable clauses.
- * Coordination contracting activities with other Government agencies have interrelated requirements.
- With education:
- GS-09: You may substitute successful completion of two full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B or J.D. for experience required at the GS-09 level. This education must have been obtained from an accredited college or university and demonstrate the skill necessary to do the work of the position. (A course of study in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management is qualifying). Check with your school to determine how many credit hours comprise of a year of graduate education.
You qualify at the GS-11 level if you possess one (1) year of specialized experience performing duties such as:

- * Planning and carrying out pre-award, post-award, price/cost analysis, and other related staff functions in a relatively standardized or controlled work situation using established contracting procedures.
- With education:
- GS-11: You may substitute successful completion of three full academic years of progressively higher level graduate education or Ph.D or equivalent doctoral degree for experience required at the GS-11 level. This education must have been obtained from an accredited college or university and demonstrate the skill necessary to do the work of the position. (A course of study in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management is qualifying). Check with your school to determine how many credit hours comprise of a year of graduate education.
You qualify at the GS-12 level if you possess one (1) year of specialized experience performing duties such as:
- * Assisting managers in defining their acquisition needs and sources for obtaining them.
- * Developing sources for supplying goods and/or services, identifying specifications, conducting market reviews and preparing analyses of prices/costs of services or products.
- * Performing a wide range of contracting methods and contract types to plan and carry out pre-award and post-award procurement actions.
There is no educational equivalent at the GS-12 level.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at the GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
Selective Placement Factor: In addition to the minimum qualifications described above, you must meet the following selective placement factor:
- You must have either DAWIA I or FAC-C Level I certification.
NOTE: You must provide this certification with your application package. Failure to do so may result in you not being considered for a position.
Selective placement factors are applied in the same manner as minimum qualification requirements. Relevant selective placement factor experience must be well documented in your resume. Failure to meet a selective placement factor will result in you not receiving further consideration.

Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.
Proof of Education: If basing your qualifications on education, you must submit TRANSCRIPTS or list of college courses, with credit hours, major(s) and grade point average or class ranking. (Prior to appointment, an official college transcript may be required.) This education must be from an institution accredited by an accrediting agency recognized by the U.S. Department of Education.
HOW YOU WILL BE EVALUATED:
We will review your resume and supporting documentation to ensure you meet the basic qualification requirements. If you meet the minimum qualifications, your experience, education and training will be rated using an Assessment Questionnaire. The questions are related to fundamental competencies (or Knowledge, Skills, and abilities) which are, knowledge commonly used contract types, such as fixed-price, cost reimbursement or indefinite delivery and required clauses to plan and/or carry out procurement; knowledge of contracting principles, laws, regulations and procedures applicable to pre-award and/or post-award actions sufficient to procurement; skill in solving practical problems; required for the job for which you are applying.
Based on your responses, you will receive a score from the Assessment Questionnaire between 70 and 100. Those applicants who score the highest will be referred to the hiring manager and may be called for an interview.
