This is a Direct Hire Public Notice; under this recruitment procedure, each location/ installation, identified in this Public Notice will accept applications and make selections for vacancies as they occur. These positions are being filled under Expedited Hiring Authority for Acquisition Positions or Direct Hire Authority for certain civilian healthcare professionals positions and are located Air Force-Wide. Positions may be filled as permanent, temporary or term with a full-time or part-time work schedule. Pay will vary by geographic location.

DUTIES:

·        Provide professional optometric care, treatment, and services

·        Manage the occupational vision program with a flight/missile operations and maintenance mission

·        Responsible for the installation's occupational vision program involving functions performed by the optometry clinic

·        Perform visual readiness and optimization of active duty personnel for both war and peace mission accomplishment

·        Participate in continuing education programs, squadron process improvement activities, evaluation of squadron performance, and optometric-related research

·        Provide training to ophthalmic technicians, other optometrists, and other wing staff as appropriate

QUALIFICATIONS REQUIRED:

Degree: Doctor of Optometry (O.D.) accredited by the Council on Optometric Education

Licensure: Current license to practice optometry in a State, the District of Columbia, or a territory is required, except for those research positions that do not entail patient care responsibilities.

Applicants who meet the basic requirements qualify for GS-9.

 

Additional Requirements for Grades GS-11 and Above:

 

GS-11: 

 

One year of professional optometrist experience equivalent to at least GS-9 or next lower pay band that demonstrated the ability to perform the work of the position to be filled. For example, for industrial optometrists, the applicant's experience must have demonstrated skill in developing or applying methods, procedures, or devices for protection of employees engaged in eye-hazardous work.

 

OR

 

For research positions, completion of all the requirements for a master's or equivalent degree in a related scientific field such as physics, biology, physiological optics, etc.

 

GS-12:

 

One year of professional optometrist experience equivalent to at least GS-11 that demonstrated the ability to perform the work of the position to be filled.  For example, for industrial optometrists, the applicant's experience must have demonstrated skill in administering an industrial optometry program in an industrial activity requiring the development of new methods, procedures, or devices for protection employees engaged in eye-hazardous work.

 

OR

 

For research positions, completion of all the requirements for a Ph.D. or equivalent degree in a related field such as those described above for GS-11.

 

GS-13:

 

One year of professional optometrist experience equivalent to at least the GS-12 level.

 

KNOWLEDGE, SKILLS, AND ABILITIES:  Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

 

1.    Knowledge of an extensive range of professional optometric treatment theories, practices, principles and standards of professional organizational for the treatment of ophthalmic diseases and injuries.

2.    Knowledge of the use of ophthalmic lenses, contact lenses, low vision devices, therapeutic medications, diagnostic medications, pre-surgical evaluation and post-surgical follow-up care for refractive surgery patients and other treatment modalities.

3.    Skill in providing optometric counseling and teaching in group settings and one on one.

4.    Ability to develop, implement and maintain an occupational vision program to address occupational experience to eye hazardous to include the design of ophthalmic devices to meet the visual needs of aircrew members.

 

Combination of Graduate Education and Professional Experience: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.  It is your responsibility to provide such evidence when applying.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

·        Employee may be subject to random drug testing.

·        Employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

·        Shift work and emergency overtime may be required.
