This is a Direct Hire Public Notice; under this recruitment procedure, each location/ installation, identified in this Public Notice will accept applications and make selections for vacancies as they occur. These positions are being filled under Medical Direct Hiring Authority for certain civilian healthcare professional positions and are located Air Force-Wide. Positions may be filled as permanent, temporary or term with a full-time or part-time work schedule. Pay will vary by geographic location.

DUTIES:

·        Provide examination, evaluation, diagnosis/assessment, treatment; evidence based intervention and medical management, consultation, counseling, education, prevention, and follow-up services for physical neuromuscular disorders including neurological and orthopedic musculoskeletal dysfunctions.

·        Select, fit, and establish effective use of and/or training in procurement of appropriate adaptive equipment for normal activities of daily living. Provide services to individuals with physical impairments needing specialized adaptive equipment such as a wheelchair, upper extremity/lower extremity prosthetics and bracing.

·        Educate/counsel individuals regarding physical functional limitations in work, sport or activities of daily living.  Maintain clinical documentation to include reports of diagnostic evaluation, records of patient's daily performance and therapeutic procedures utilized.

·        May supervise physical therapists, physical therapy assistants and aides, and physical medicine journeyman and craftsman. Perform research to validate current practice standards and/or implement pre-established professional practice standards for evaluation/treatment of various orthopedic and neurosurgical procedures.

·        Formulate training objectives, develops standards and general procedures for clinical supervision of physical therapy graduate students IAW APTA clinical performance instruction (CPI) guidelines during student clinical affiliations.

·        Direct and coordinate with staff in designing and conducting specialized research/case studies to further professional knowledge, operations and enhancements within physical therapy career-field. Coordinate all research proposals through local facility Institutional Review Board (IRB). Perform required administrative responsibilities related to patient care interventions and professional services provided.

Degree: that included or was supplemented by (1) a physical therapy curriculum approved by a recognized professional accrediting organization at the time the curriculum was completed, and (2) the clinical affiliation requirements prescribed by the school.

 

Licensure:

Applicants must pass a State-administered national examination.

 

Note: Applicants who have completed an approved curriculum at either the baccalaureate or post-baccalaureate certificate level and who subsequently completed a substantial program of clinical practice of less than 1 year, e.g., 6 months, planned to assure professional competence to practice in the occupation may be rated eligible for GS-6, rather than GS-5.

 

In addition to meeting the basic entry qualification requirements, applicants must have specialized experience and/or directly related education in the amounts shown below.

 

SPECIALIZED EXPERIENCE:

GS-09:  One year of specialized experience equivalent to the GS-7 level. GS-11:  One year of specialized experience equivalent to the GS-9 level.  GS-12:  One year of specialized experience equivalent to the GS-11 level.  Specialized is experience which may have been gained while planning and carrying out treatment utilizing therapeutic exercise, massage, and physical agents such as air, water, electricity, sound, and radiant energy; performing tests and measurements involving manual or electrical means; and interpreting results.

 

OR

EDUCATION:  In lieu of specialized experience, applicants can substitute the following levels of education:

GS-07 = 1 year of graduate-level education in a related field or superior academic achievement.

GS-09 = 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in a related field.

GS-11 = 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a related field.

 

OR

 

Combination of Graduate Education and Professional Experience: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

 

1.    Knowledge and skill obtained through years of professional training coupled with extensive clinical experience examining, evaluating, diagnosing, and treating through advanced clinical techniques both neurological and orthopedic musculoskeletal impairments in patients with functional and complex physical limitations.

 

2.    Knowledge of the etiology and manifestations of the full range of organic and functional physical disorders and their complications (to include but not limited to physical, mental, emotional, social, educational, and vocational problems) contributing to the overall impairment and applying anatomical, physiological and biomechanical principles to address the overall physical dysfunction.

 

3.    Knowledge of contemporary rehabilitation theories, clinical research methodologies and current manual therapy techniques applying evidence based reasoning to properly develop a sound and effective therapeutic treatment program and/or research platform. Applying the principals and practice of counseling, instructing patients with physical impairments and disorders on therapeutic prognosis and expected outcomes while integrating their family members to enhance and support these outcomes.

 

4.    Knowledge of supervisory and programmed instruction principals to be applied in the training and clinical supervision of graduate students, staff physical therapists, enlisted physical medicine craftsman/journeyman, civilian support staff, resident/intern physicians and other health professionals.

 

5.    Knowledge of health delivery and support services within a medical facility, and related services within the community, in order to work as a member of patient care teams, to consult with health professionals and to deliver physical therapy rehabilitative services to both an acute and chronically ill outpatient population.

 

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.  It is your responsibility to provide such evidence when applying.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

·        Employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

·        Shift work and emergency overtime may be required.
