· Assess progress in assigned projects/programs including cost estimates, schedules, and performance supportable baseline requirements by applying now methods and procedures.
· Provide input in source selection and contractor monitoring of acquisition phases and development through production and deployment.
· Plan, organize and coordinate activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics. Continually study, review and evaluate program progress.
· Formalize system requirements into appropriate specifications.
· Review and direct the progress of contractors in meeting program objectives. Take appropriate actions to approve terms and conditions set forth in negotiations, contracting plans and budgets, subcontract participation, and addition or discontinuance of work by contractor.
· Prepare and present staff studies for presentations.

SPECIALIZED EXPERIENCE: GS-11: At least one year of specialized experience equivalent to the GS-09. GS-12: One year of specialized experience equivalent to the GS-11. Specialized experience may have been gained while providing input in source selection and contractor monitoring of acquisition phases and development through production and deployment and; planning, organizing, and coordinating activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics.
OR
EDUCATION FOR GS-11: Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education and experience may be used to meet total experience requirements. Only graduate education in excess of two full years may be used to qualify.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of laws, principles, policies, and practices of systems acquisition and program management.
2. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.
3. Knowledge of the missions, roles, functions, organizational structures, and operation which govern interface with and/or influence the systems acquistion process and integrated life cycle management.
4. Ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process.
5. Ability to communicate both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
