Pilots or copilots a wide variety of aircraft ranging from light single- and twin-engine airplanes to heavy, multi-engine airplanes. Performs pre-flight planning duties, such as securing current and forecast weather information, planning the flight, and obtaining proper clearances to begin flight.

Assists in ensuring that contractor performance of technical tasks is in accordance with established procedures and that tests and/or products conform to established specifications and requirements.

Provides technical guidance to contractor personnel on technical and documentation requirements, including problem reports and troubleshooting plans.
Conducts flight testing of aircraft and their components. Performs in-flight inspections, and evaluates air navigation facilities and the environmental conditions affecting instrument flight procedures.

I possess a FAA Commercial Pilot Certificate or a FAA Airline Transport Pilot Certificate.

I possess a current FAA first or second-class medical certificate.

I possess minimum Flight Time of 1500 hours with 1200 hours as Pilot-In-Command (PIC).

I have a minimum of 90 days experience performing wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of fire suppression, containment or control techniques and practices under various conditions.

I possess minimum PIC time of 200 hours performing low-level operations in mountainous terrain.

I possess minimum PIC time of 100 hours performing Night Flight.

I possess minimum PIC time in Category of 100 hours (preceding 12 months) and 10 hours (preceding 60 days).

I possess minimum PIC time of 500 hours performing Cross Country flight.

I possess minimum PIC time of 75 hours of actual or simulated Instrument time with 50 hours in flight.

I possess minimum PIC time of 200 hours in Category and Class to be flown.

I certify that the certificates, ratings and flight hours I possess are in the aircraft category to be flown.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Grade 09: FLIGHT EXPERIENCE: Qualifying experience for the GS-9 level includes (1) at least 1200 hours of total flight time; (2) at least 250 hours of pilot-in-command flight time; (3) AND at least 100 hours of IFR and/or night flying. For positions that involve flying, at least 100 flight hours must have been logged in the last 12 months.

INTERNAL CANDIDATES: Up to one-fourth of the total flight hours may be waived for candidates who have demonstrated the knowledge and skills needed to perform the work, provided: (1) they hold the certificates and ratings required; (2) they have acquired the pilot-in-command hours and flight hours in other categories essential to performance of the work; (3) they meet the requirements in terms of level and quality of experience, AND; (4) their flying history indicates they are qualified for the position. For inservice placement actions, up to 50 hours of the flying time required in the last 12 months may be waived if the candidate's background reflects the ability to perform the duties of the position safely.

CERTIFICATES AND RATINGS: Candidates must possess a current Commercial Pilot Certificate or a FAA Airline Transport Pilot Certificate. Pilot certificates must include all ratings appropriate to the work of the position.

Positions flying multi-engine airplanes and heavy helicopters require an additional 250 flight hours as pilot-in-command and 25 hours of pilot-in-command in type within the past 5 years with an unrestricted type rating in the applicable aircraft.

INTERNAL CANDIDATES: Up to one-fourth of the total flight hours may be waived for candidates who have demonstrated the knowledge and skills needed to perform the work, provided: (1) they hold the certificates and ratings required; (2) they have acquired the pilot-in-command hours and flight hours in other categories essential to performance of the work; (3) they meet the requirements in terms of level and quality of experience, AND; (4) their flying history indicates they are qualified for the position. For inservice placement actions, up to 25 hours of the night flying requirement may be waived if the candidate demonstrates the ability to perform the work. Specialized experience for this position is defined as one or more of the following:

For the GS-09 position, in addition to meeting the basic entry qualification requirements, applicants must have had one (1) year of specialized experience at least equivalent to GS-07 in developing pre-flight plans securing current and forecasted weather. As a co-pilot, assisting with inspections of light aircraft according to established safety standards. Piloting one or more models of light single- or twin-engine airplanes over familiar terrain in optimum conditions.

For the GS-11 position, in addition to meeting the basic entry qualification requirements, applicants must have had one (1) year of specialized experience at least equivalent to GS-09 in performing administrative duties related to a flight-training program, such as preparing lessons and/or aircrew scheduling. Independently conducted prescribed inspections of standard aircraft, according to established safety standards. Piloting one or more models of light single- or twin-engine airplanes over familiar terrain in optimum conditions.

For the GS-12 position, in addition to meeting the basic entry qualification requirements, applicants must have had one (1) year of specialized experience at least equivalent to GS-11 in performing basic systems inspection on light single- or twin-engine airplanes to confirm aircraft readiness for flight operations according to prescribed preflight checks. Piloting one or more models of light single- or twin-engine airplanes over unfavorable terrain both day and night. Instructing or evaluating students in the basic techniques involved in flying light single- or twin engine airplanes under visual flight rules.

This position is a Testing Designated Position (TDP) under the USDA Drug Free Workplace Program. BASIS OF RATING: The category rating procedure is used to rank and select eligible candidates. FIREFIGHTER RETIREMENT COVERAGE: This is a primary/rigorous firefighter position under the provisions of 5 USC 8336(c) (CSRS) and 8412(d) (FERS). Applicants must be under age 37. Applicants who are age 37 or over may subtract prior federal service that is prior to 1987 and in approved primary/rigorous positions and that is creditable for retirement from their current age to meet this requirement.
