JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:
This announcement is for all CURRENT CIVILIAN FEDERAL-Non Army- EMPLOYEES. Army Employees please refer to Announcement NCFV12402497627608 for Self-Nomination. For all other Non-Army Federal employees, these positions are "REIMBURSABLE DETAILS." Written Agreements will be facilitated between Agencies.

Incremental rating cut-offs will be utilized starting 20 APRIL 2012 for first cut off.

This announcement may be used to fill temporary full-time, part-time or intermittent positions. Indicate on your resume your availability for any of these appointments. AED separated into the Afghanistan Engineer District (North)-TAN and the Afghanistan Engineer District (South)-TAS.   The position is under the supervision of the District commander within AED.

The job provides the opportunity to learn how USACE operates in a reconstruction effort. You will deal with competing priorities and corporate approach to improving programs and methods of operation. To be successful in this position, you will need to (a) know your job; (b) be situationally aware; (c) be healthy; and (d) treat every individual with dignity and respect. This position provides an opportunity to join an organization of both military and civilian personnel who are working side-by-side as dedicated professionals committed to the reconstruction mission within Afghanistan.

At the employee's discretion, assignment duration may be 9 months to 1 year. Detail may be extended up to a maximum of 5 years.

DUTIES: Serves as Senior Realty Specialist, and may be assigned to serve as Deputy to the Chief of real Estate, with responsibility for independently planning, directing, coordinating and executing extensive acquisition, utilization and base closure programs in Afghanistan. Establishes appropriate policies and procedures, taking into consideration various laws, policies, rules and regulations. Assures timely accomplishment of assigned mission. Conducts staff assistance visits to subordinate offices, and negotiates with host nation officials and private owners. Concludes and prepares leases or other agreements acceptable to the Government, Host Nation and property owner. Leads a Team of Realty Specialists.

NOTE: This vacancy will be filled by REIMBURSABLE DETAIL. Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected.   Lack of sleep may occur due to long work hours and uncomfortable living conditions.   Employee will report symptoms of stress and fatigue to the on-site supervisor.   Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities. Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local Emergency Operations Center so availability of refrigeration at the work site can be determined. Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy. Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain. Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected. Foreign post differential of 35% is authorized while TCS/TDY to downrange location. Additional compensation of 35% over basic compensation will be granted to employees for service at designated danger pay costs. Locality pay does not apply in the overseas area if accepting a TCS assignment. Locality rates of pay in CONUS will not be used for pay setting when transferring to the overseas if accepting a TCS assignment.

    • This position is Emergency Essential.   Incumbent will be subject to on-call and irregular work hours.   Position is considered essential to support DA's mobilization and wartime mission during periods of increasing tension or mobilization.   Position is considered emergency essential because (1) no qualified and immediate replacements exists and (2) leaving position vacant would (a) impair the effective operations of essential military support systems, or (b) adversely impact the combat mission of deployed forces.  
    • Emergency - Essential Position Agreement, DD Form 2365, must be completed prior to deployment.
    • Locality pay does not apply in the overseas area if accepting a TCS assignment.
    • Multiple positions may be filled from this announcement.
