JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:
This announcement is for CURRENT CIVILIAN ARMY EMPLOYEES ONLY. All other Federal employees please refer to Announcement NCFV124584876629276F for Self-Nomination.

Relocation bonus of 12.5% is authorized for 6 month assignment, 25% for 1 year assignment. Incremental rating cut-offs will be utilized.  Starting as of 1 May 2012, all deployments will be either 9 months or 12 months.   Relocation bonus of 9 month will receive 18.75% is authorized, 12 month will receive 25% is authorized per FRAGO 2 to Operation Order 2011-03, Personnel Support to Overseas Contingency Operations (OCO) was signed on 17 February 2012.

The position is under the supervision of the District commander within AED.

The job provides the opportunity to learn how USACE operates in a reconstruction effort. You will deal with competing priorities and corporate approach to improving programs and methods of operation. To be successful in this position, you will need to (a) know your job; (b) be situationally aware; (c) be healthy; and (d) treat every individual with dignity and respect. This position provides an opportunity to join an organization of both military and civilian personnel who are working side-by-side as dedicated professionals committed to the reconstruction mission within Afghanistan.

At the employee's discretion, assignment duration may be 9 months to 1 year. Assignments may be Temporary Change of Station (TCS) or Temporary Duty (TDY), whichever is more cost effective to the organization. For TCS assignments of 6 month to 1 year duration TCS entitlements will be authorized.

Reviews property offers and negotiates with Host Nation Ministries and property owners or their representatives to acquire real estate assets in support of military   requirements. Prepares negotiation's report on items, conditions and costs for real estate lease file. Administers real estate leases. Processes amendments and resolves lease disputes. Monitors existing leases, prepare reports, updates lease summary reports, and initiates lease extensions and terminations. Negotiates lease amendments with Host Nation Ministries and property owners for changes in rental rates, operating costs and other terms and conditions. Incorporates revisions beneficial to the Government's interests. Negotiates release date and release conditions to protect the US government's interests. Prepares necessary release documents to reflect negotiated conditions.

Specialized Experience: To Qualify applicants must possess [one year of specialized experience equivalent to the next lower grade/level (GS-09).  Specialized experience is defined as: review lease agreements and assist leaders in resolving problems between parties.

 

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.

 

Time in Grade Restriction: Must have 52 weeks of Federal service at the next lower or second lower grade (or equivalent).
 


One year of experience directly related to the occupation equivalent to at least the next lower grade level (GS-09); or Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; or equivalent combinations of experience and education.

NOTE: This vacancy will be filled by candidates that qualify for temporary promotions, reassignment, or change to a lower grade. Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected.   Lack of sleep may occur due to long work hours and uncomfortable living conditions.   Employee will report symptoms of stress and fatigue to the on-site supervisor.   Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities. Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local Emergency Operations Center so availability of refrigeration at the work site can be determined. Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy. Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain. Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected. Foreign post differential of 35% is authorized while TCS/TDY to downrange location. Additional compensation of 35% over basic compensation will be granted to employees for service at designated danger pay costs. Locality pay does not apply in the overseas area if accepting a TCS assignment. Locality rates of pay in CONUS will not be used for pay setting when transferring to the overseas if accepting a TCS assignment.

    • This position is Emergency Essential.   Incumbent will be subject to on-call and irregular work hours.   Position is considered essential to support DA's mobilization and wartime mission during periods of increasing tension or mobilization.   Position is considered emergency essential because (1) no qualified and immediate replacements exists and (2) leaving position vacant would (a) impair the effective operations of essential military support systems, or (b) adversely impact the combat mission of deployed forces.
