Overseas Assignments:  Overseas assignments are for two years and a rotational agreement must be signed.  The assignment may be extended based on the needs of the agency.  Upon completion of the overseas assignment, CDC employees on temporary promotion/assignment will be placed in accordance with CDC placement procedures.  Subsequent employment for all other for CDC positions must be through the appropriate competitive process or special employment program hiring authorities.

 

  • This position is eligible for special pay allowances (e.g., post differential, housing, relocation, etc.).
  • Immunizations are requirement and will be administered by the CDC before relocating overseas.
  • Security clearances are required for the selectee only and medical clearances are required for selectee and all family members before being posted overseas.  Inability of the selectee to secure the clearances for overseas duty will result in termination of appointment to the position.
  • Citizens or permanent resident of the host country are not eligible to be considered.
  • Current permanent status CDC employees will be processed using the appropriate temporary promotion or other temporary assignment authority for permanent employees CDC.  The selectee will have statutory return rights to their permanent CDC position title, series and grade once the overseas assignment is completed.
  • Other current permanent status Federal employees will be hired on a term appointment.  There are no statutory return rights.  Subsequent employment for CDC positions must be through the appropriate competitive process or special employment program hiring authorities.

If selected you will:

  • Provide medical advice and consultation on critical problems in the medical/public health field.
  • Manage significant projects, programs, and staff (to include representational duties with the Embassy).
  • Provide scientific and/or technical guidance to host governments, health-related organizations, private and public foundations, etc. in the development of public health studies, programs, systems, strategies and/or services.
  • Evaluate data collection, quality control and/or data utilization methods used to study a medical problem or issue.
  • Apply new methods, approaches and technology or adaptation of existing methodologies to new and unusual situations.
  • Promote the development of field epidemiological training programs.
  • Provide medical leadership for the implementation of integrated public health programs.
  • Foster compliance with all ethical guidelines for scientific studies and management of programs.

Basic Qualifications:

Must possess a Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accredited body in the year of the applicant's graduation.  A Doctor of Medicine or equivalent degree from a foreign medical school that provide education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) or a fifth pathway certificate for Americans who completed pre medical education in the United States and graduate education in a foreign country.  Applicants who received a degree from a foreign medical school, but are licensed to practice medicine in a state, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States require no other certification with regard to the quality of their education. 

 

Minimum Qualifications:  In addition to meeting the Basic Qualifications applicants must also meet the following Additional Qualifications for Medical Officer, GS-602-13/14/15:

Must have one year of specialized experience at a level equivalent to the next lower grade in the Federal Service.  Specialized experience is that which is directly related to the position and which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, to include work involving a full spectrum of medical activities and requiring uniqueness of experience to originate new techniques, establish criteria, or develop new information required by the position to be filled.

For GS-13:  3 years of residency training in the specialty of the position to be filled or equivalent experience and training.

For GS-14:  4 years of residency training in the specialty of the position to be filled or equivalent experience and training.

For GS-15:  5 years of residency training in the specialty of the position to be filled or equivalent experience and training.

 

Documenting experience:  In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.  Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.


Foreign Education:  If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.  For further information, visit: http://www.ed.gov.

Conditions of Employment:

 

1. 2.
