PROFICIENCY REQUIREMENT:
This position requires the skills of a qualified typist. In addition to meeting the experience and/or education requirements, you must be able to type at least 40 words per minute. All candidates must indicate on their resumes or in their application package the amount of words typed per minute.
EXPERIENCE:
Specialized experience is defined as experience that has provided the applicant with the particular knowledge, skills and abilities to perform successfully the duties of a Secretary.
Candidates must have one year of specialized experience equivalent to the next lower level in Federal Service. Examples of qualifying specialized experience include: Experience in an office or medical environment performing secretarial duties; Answering incoming telephone inquiries and correspondence; Composing, proofreading, and editing correspondence, memorandums, policies, etc.; Entering time and attendance for an office; Maintaining office files and filing systems.; Utilizing microcomputer programs, such as Microsoft Office (Word, Excel, PowerPoint, and Outlook); Taking and transcribing dictation.
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: (COPY OF TRANSCRIPT REQUIRED)
Successful completion of four (4) years of education above high school level leading to a Bachelor’s degree in any field. This education must have been obtained in an accredited business or technical school, junior college, college or university. To qualify based solely on education alone, you must include a copy of your transcript with your name, name of school, degree earned and date, grades earned, credit hours, major(s), and grade point average or class ranking with your resume or application form.
NOTE: Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience at the GS-5 level.
A transcript must be submitted if you are basing all or part of your qualifications on education. Applications submitted without this information may not be considered.
COMBINING EDUCATION AND EXPERIENCE: (COPY OF TRANSCRIPT REQUIRED)
To calculate the combination of education and experience, determine the amount of experience you have as a percentage of the experience required for the grade level. Then determine the amount of education you have as a percentage of the education required for the grade level. Only education in excess of the amount required for the next lower grade level is qualifying. Add the two percentages; the total percentage must equal at least 100% to qualify for the grade level.
Example: the position to be filled is an Editorial Assistant, GS-5. The applicant has 9 months of specialized experience and 75 semester hours of college (15 semester hours beyond the second year and the equivalent of 3 months of specialized experience. The applicant meets 75 percent of the required experience and 25 percent of the required education. The applicant meets 100% of the requirement for one year of specialized experience and is qualified for the position.
In addition to the requirements above you must also meet the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position ( Do not provide separate essay answers for these statements, these KSAOs are addressed in the assessment questionnaire):
· Ability to maintain a calendar of appointments and events.
· Ability to organize and plan the work of an office using adequate control procedures.
· Ability to compose and review written material for compliance with rules of correspondence and grammar.
· Ability to communicate information to others, both verbally and in writing.
· Skill in using automated equipment and software.
· Ability to serve as the Service Automated Data Processing Applications Coordinator (ADPAC).
TIME-IN-GRADE REQUIRED: Applicants who within the previous 52 weeks held a General Schedule position under a non-temporary appointment must meet time-in-grade requirements. For this occupation, applicants must have served 52 weeks in a GS-3 position or higher to be eligible for the GS-5 level.
