Specialized/General experience: To Qualify applicants must possess one year of specialized/general experience equivalent to the next lower grade/level (GS-13). Specialized experience is defined with supervisory personnel management functions as in planning, programming, studies, surveys, environmental audits, design, schedules, reports, recruitment, work assignment and performance evaluation.
Time in Grade Restriction: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.
Time in Grade Restriction: Must have 52 weeks of Federal service at the next lower GS-13 Level.

NOTE: This vacancy will be filled by candidates that qualify for temporary promotions, reassignment, or change to lower grade. Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Lack of sleep may occur due to long work hours and uncomfortable living conditions. Employee will report symptoms of stress and fatigue to the on-site supervisor. Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities. Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local Emergency Operations Center so availability of refrigeration at the work site can be determined. Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy. Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain. Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected. Foreign post differential of 35% is authorized while TCS/TDY to downrange location. Additional compensation of 35% over basic compensation will be granted to employees for service at designated danger pay costs. Locality pay does not apply in the overseas area if accepting TCS. Locality rates of pay in CONUS will not be used for pay setting when transferring to the overseas if accepting TCS assignment.
