Serves as the Child and Youth Services (CYS) trainer and professional child/youth development education consultant for CDS, SAS, CLEOS, and/or YS program(s).

Serves as the Child and Youth Services (CYS) trainer and professional child/youth development education consultant for CDS, SAS, CLEOS, and/or YS program(s) with responsibility for ensuring the quality and consistency of programming to include: environment, equipment, materials, program structure, special needs inclusion, curriculum, risk management practices to minimize risk of abuse; supportive interactions and positive social development and oversight and coordination of activity/program schedules. Applies professional knowledge to plan and implement a comprehensive training and professional development program that promotes positive growth and development of children and youth IAW all applicable regulations and standards. Maintains state-of-the-art knowledge of child and/or youth development philosophy, principles, methods, and techniques as endorsed by the Department of Army and nationally recognized child/youth organizations.
Designs, administers and conducts the Foundation, Annual/On-Going training requirements based on course outlines. Conducts training both on-the-job and in classroom settings based on developed training plan. Evaluates staff/provider competence and conducts and documents quarterly training reviews with all direct staff and FCC Providers to discuss progress. Ensures program assistants/providers complete training within the prescribed timelines and informs directors of program assistant/FCC provider non-compliance with job training requirements. Ensures staffs is trained and follow risk management procedures (i.e., abuse prevention, identification, and reporting procedures; accident prevention, etc.) Acts as appropriate credential advisor and representative and maintains "Active" status. Acts as home accreditation Validator/Observer and maintains "Active" status as required. Identifies opportunities and arranges for training for management, administrative and Program Assistant staff.
Designs and implements annual CYS program plan to include training goals and objectives, plan to meet individual staff needs, curriculum framework that encompasses the social, emotional, physical, and cognitive development of children/youth as well as incorporating the four (4) service areas for youth as required. Ascertains specific needs for training, determines the objective and scope of annual training topics; develops, revises, and/or adapts curriculum to suit child/youth changing needs and to capitalize on special interests. Evaluates conducted trainings and training materials. Recommends suggested changes and improvements. Assists in development and implementation of parent education program. Defends and articulates appropriate child/youth practices with parents and installation officials.
Serves as a member of the Installation Child and Youth Evaluation Team (ICYET) with primary responsibility for training and programming regulatory requirements and CYS baseline standards. Assists in maintaining DoD certification, and assists in achieving and retaining national accreditation or Army equivalent and maintaining accreditation/Army equivalent standards. Has primary responsibility for the programming/training portions of inspections, reviews, and rating scales. Analyzes results of inspections, reviews, and rating scales, interprets the results in terms of program strengths and weaknesses, and works with management personnel to prepare and implement corrective action plans.
Arranges for subject matter experts to conduct/ support specialized training. Identifies and trains CYS Program Associates and MHA Star Providers to assist in conducting entry level training for new employees/providers. Works with Directors to coordinate appropriate time to conduct staff/provider/volunteer training.
Observes in appropriate program settings throughout all hours of operation to assess and evaluate staff competency and provide feedback. Spends 60 - 75% of time in programs/homes training, observing, evaluating and modeling Enables staff/providers/volunteers to maintain their Individual Development Plans (IDP) and ensures training has been properly documented. Maintains a professional resource area for staff, parental, and volunteer use.
Develops training program budget and provides to CYS Coordinator for input into CYS budget to include Foundation and Annual/On-going Training costs, resource and professional supplies, equipment and materials, credentialing fees, training related TDY costs, conference registration fees, and college course tuition. Manages program to budget. Conducts written analyses of budget variances, and prepares justification for funding of program resource requirements. Collects and maintain up-to-date statistical data for planning and reporting purposes IAW higher headquarters and statutory requirements.
Works under the direct supervision of the Program Director (Facility or Family Child Care) and senior rated by the Lead Trainer, CYS Services Administrator or CYS Services Coordinator.

Successful completion of an undergraduate Degree that included or was supplemented by major study (at least 24 semester hours) in child development or early childhood education, or other fields appropriate to the position to be filled consistent with:
For positions in CDC, FCC or CLEOS an undergraduate degree with a major course of study in Early Childhood Education/Child Development or Elementary Education is required.
For positions in SAS an undergraduate degree in Early Childhood/Child Development; Youth Development; Elementary and Secondary Education is required.
For positions in a middle school/teen program, an undergraduate degree in youth development, elementary education and secondary education is required.
Combination of education and experience as follows:
Successful completion of at least 24 semester hours in a major course of study in an appropriate CYS field commensurate with the program assigned as indicated above , plus appropriate work experience that provided knowledge skills and abilities directly related to the duties described in the fields appropriate to the position. Appropriate experience and course work must be comparable to that normally acquired through the successful completion of the four-year course of study described above. In addition, candidate must possess:
1. At least twelve (12) months experience working in child and youth programs.
2. At least one year of experience in the same or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills, and abilities of the position being filled.
3. The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.
4. Experience in planning and conducting training for child and youth staff.
5. Ability to communicate effectively orally and in writing.
6. The physical ability to lift and carry up to 40 lbs, walk, bend, stoop and stand on a routine basis. Duties may involve working both indoors and outdoors.
A Bachelor's degree in the appropriate field as indicated above, and two years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in a directly related field is fully qualifying for the position.
A minimum of 24 semester hours in a major as stated above.
